The following quote was attributed to an unidentified Czechoslovakian Republic leader, a country that suffered generations under the evil of Socialist / Marxist corruption.

Very darn unlikely.

There has been no Czechoslovakia for 20 years, since 1993 when it split into Slovakia and the Czech Republic.

Since the author can't get such basic history right, why should we believe this unattributed quote is from an actual Czech leader?

Brief search has American Thinker attributing it to Prager Zeitung (Czech Republic) in April 2011. It has been quoted so many times on FR and in blogs that I doubt that is its original source.

As to ‘Czechoslovakia’, since the election FR seems to have gotten dumber and dumber.

...The quotation is real, but there is no newspaper by this name. Apparently the comment originated with an email made around 2010 or earlier, and was picked up and spread by some other blogs, especially Gates of Vienna...
