It looks like an interesting problem for the author. Soon after separation, the new southern government forms its pro-growth, low corporate tax policy. It would quickly have most of the union-infested industries relocating to a pro freedom country, draining the remaining high-tax, anti gun, high crime, high laziness culture of its remaining employer base. What then?

That's exactly what precipitated the Civil War and galvanized Northern business opinion, which then cranked up the public through their newspapers.
