Malaysia kicked out Singapore, by a vote of the other states in the Nation. The ethnic Maylays did not want to be dominated by the ethnic Chinese, so they kicked them out of the country. This is one of the few examples I am aware of where "reverse secession" was implemented.

A lot of States need to kick out blue counties.

Alternately some sort of "ideological cleansing" could work.

Either way, it ain't gonna be pretty.
