They create these agencies as a place to install those they want to payoff, IMO.
The Washington game is grotesquely corrupt, no doubt. This stuff goes on at the state and county level too.
I remember reading in a US history text book in high school decades ago how the patronage system provided the means for parties to give their operatives jobs between elections—and thus made a robust democratic system possible. Ha!
