In interviews with Business Insider last week, sources close to the Romney campaign confirmed Ekdahl's account, and described a technological undertaking that failed at every level. According to several of these sources, ORCA was developed by a small, isolated tech team working under Romney's political team. These sources told Business Insider that the product was never properly beta-tested, and wasn't revealed to the rest of the campaign including the digital team until the week of the election.
Most people on the campaign "weren't that surprised" by ORCA's failure, said one Republican communications strategist close to the Romney campaign.

How in the world could the GOP allow a presidential campaign with a worse ground game than the one McCain had...? I thought Romney was supposed to be competent.
Twice the money, this time around, what did they actually do with it...? How in the hell could they essentially leave 35,000 people stranded like that? It seems there had do be moles within the operation.
What have I been saying? He was running for POTUS for 6 years and had no plan?

That, and the apparent belief that getting people to the polls could be accomplished at the last minute with no prior contact. Complete lack of reach to voters and stupidly passive strategy.
The enite concept of ORCA seems absurd to me and complately delusional.
