Someone at FR please enlighten me. Why would the FBI EVER be "investigating" a general in the field, FAR away from the USA?

I believe the FBI is responsible for security clearances.

OK. But I would think that a 4-star general was pretty much "cleared".

Then again, there's Wesely Clark...
