Show me the official statement that says a Catholic who attends church only occasionally is not a good Catholic. Any traditional Catholic catechism will tell you that missing Mass, even once, on a Sunday or holyday of obligation, without a serious reason (like illness), is a mortal sin. Attendance is not optional.

There will be no shortage of good and sufficient reasons. So the occasional Mass attendee will remain that “good” Catholic.
There is already a two (or more) tier Catholic church. One, the traditional, strict and more white than not tier and the direct opposite as a second tier.
The first is or will soon be a minority.
