I'm having no luck tracking down this supposed Carbon Bill.

I find no evidence of it yet.

The closest I can find is the cap-and-trade bill, also known as ACES and as Waxman/Markey.

It was proposed as an alternative to an actual direct carbon tax.

I can find no other proposed act that specifies a direct carbon tax.
