See earlier post about the 2009 Carbon bill. They’d use an already existing piece of legislation and would interpret the ability to levy taxes from it.

Completely banana republic, which is what a majority of voters indicated they want this past Tuesday.

If it is "existing" legislation, why is not an Act?
