I'm not sure what you're asking. The rescue was successful as far as Woods' team collecting all the survivors and getting them back to the annex.
The consulate attack was a diversion? Does this mean the annex was the primary target? The annex probably had more documents and secret information is a guess.
Well those are speculations Jim Noble and I are batting around. I agree that the annex probably had more and more important docs since it was a CIA facility. That is still speculation since the admin is doing its best to suppress as much info as it can.
Just my opinion but if Stevens was the target I think they, the attackers, would have tried a lot harder to find him. Frankly I think one of their main goals was simply to drive the U.S. out of Benghazi. They drove the Brits, Red Cross and every other westerner but us out already. By itself that humiliation for us is a big win for al Qaeda.
