Corps on that original list probably reformed/renamed and skirted the list/legal regs. I disconnected my answering machine 2yrs ago; it was filled by robo-calls, hang-ups and junk messages by day's end, every day. I have 25-yr old AT&T TrimLine wall phones, so I've never had Caller ID, or anything sophisticated, here on the Farm. I have to answer, in case it's a neighbor or an emergency. even though they all have my cell, now.

The Do Not Call List does not apply to political calls.
The politicians exempted themselves, of course. And it likely would not withstand a First Amendment challenge anyhow.
