It is time for the brains of this country to learn how to deal with these disasters, and set up a plan. All the disasters seem to have a similar theme.
The plan? YOU WILL BE ON YOUR OWN FOR AT LEAST 3 DAYS MAYBE MORE. there is no way to set up a disaster pan that will cover that period. You can’t predict exactly where and when the disaster will occur. So you can’t preposition relief supplies personnel etc. the initial period will be figuring out what’s needed, where its needed and how you are going to get it there.
The brains of this country do know how to deal with the disasters. What in the Wide, Wide, World of Sports does that have to do with how the government or city folks deal with it?
The common theme is follow the 1950s government publications about preparing for trouble (of any kind), and figure on 3 days minimum response if you aren't hanging naked from a tree in the middle of a raging river.
Back in the day, Civil Defense did a good job of teaching and prepping. Then we became sophisticated, and didn't need it any more.

1st step Cut the BS.
2nd step If anyone gets in the way of supplying aid or services. Step on them HARD.
3rd step Any looters. Shoot in the field on sight. No if’s and’s or but’s. Looting will stop after a few examples are made.
4th step If any problems arise. repeat steps 1 through 3.
