That would certainly work for the future, if it could actually be enforced, but the reality is now. What about the current problem? What do you suggest?
I see your point, it is a tough one. Beyond the idea of society and ourselves growing kahones to enforce responsibility and so on, the only other thing that would "solve" the problem is if the system collapses, "hey, we are sorry, Uncle Sugar is out of money. Good luck."

So things will probably stay the same for quite a while. I don’t think the system will collapse anytime soon.
