Can he pardon himself?

No reason why not. The president's pardon power is unlimited.

Could said pardon be negated by an act of a successor POTUS?

No.

Understand, though, that the president's pardon power is limited to federal crimes. He cannot pardon anybody from whatever state laws may have been violated.
