The FedGov can let them in the country, but once they enter any particular state, they fall under the laws of that state. It’s none of the Fed’s business unless what the state does violates the US constitution.
These people are not Diplomats. They are not UN employees. I seriously doubt they carry the proper documentation or carry a diplomat passport.
