Update #5 aside (at Blackfive), this quote is on the money. Something was on overwatch at that point in time that the SEAL on the ground either knew, or thought, was armed and capable of putting fire on the bad guys.
I'm not buying any other explanation. And, a 'no-go' decision was made to let these people die.
