I wanted to stress the fact that Woods and Doherty were FORMER Navy Seals working for the CIA.

In some reports and comments, Woods and Doherty’s actions are being construed and critiqued in the context of active military service. But they were not active military. They were FORMER military now employed by the CIA.

As I recall they were working for a UK outfit with name of Blue mountain who was under contract to the State Dept I think.

But the Annex was a CIA listening post as I understand it....so I presume there were CIA personnel there I would think.
