It's called mop up operations to clean up the area of any evidence that could be incriminating.
The cover up team was sent in there in a timely fashion before the F.B.I got there.
The F.B.I. going there was just a cover story and a convenient CYA excuse.

They were watching this in real time. They knew on the spot this was no damn demonstration. They watched the whole thing for SIX HOURS and did nothing.
