Actually it (78 square miles surrounded by reality) was quoted by former governor Lee Dreyfus in 1978.

In almost every election that I can remember voting here in Wisc, the Madtown and Milwaukee areas have been so indoctrinated with Democrat policy it's hard to get anything Republican done. It requires a massive contribution of people outside of these 2 areas to overcome these 2 population densities. That's why Walker prevailed in the recall election.
