VERO BEACH An undercover investigator posing as a corrupt immigration agent led to the arrests of four people at the Vero Beach Bangkok restaurant and helped foil an elaborate scheme where undocumented workers from Thailand were paying as much as $30,000 to obtain illegal green cards.
Agents arrested Bangkok owner Sarah Tipfun and the others after they raided the popular 14th Avenue restaurant last week.

A very good question.
The only answer I can come up with is an organized crime member/drug dealer, because anyone who could even borrow almost 1,000,000 baht is already in the upper class strata.
Another possibility is that figure is not accurate.

It has a budget twice the size of the USMC, and about the same number of personnel. Seems like someone named Obama once said something about, “just as strong, just as well funded”.
And unlike the USMC, the DHS is aimed squarely at the US population. Like they telll us. “Be Ready”.

Interesting article especially with the boyfriend, Sataporn Panomwan Na Ayuttaya. Basically it means Panomwan of the Ayuttaya family which usually means ties to the royal family. Never met a Thai with such a last name that was not heavily connected and not super wealthy. Maybe he is a black sheep of the Na Ayuttayas and escaped to the US. The royal family here is very large and diversified but they are still nobility.
