IMO, this is because the Administration wanted to have things both ways. It wanted to promote democracy in an Arab nation without getting its hands dirty, i.e. no troops on the ground, no beefed-up security forces.

It kind of reminds me of the Byzantines. They threw money at the friendlier factions in enemy countries rather than military assaults. Thing is, you don’t see too many Byzantines around anymore.
