Why would this rapist be sentenced to a “minimum security” (read white collar crime) prison ?
The paper used the word ‘minimal’, maybe that’s differs from ‘minimum’.
I do not know what the differences between prisons and I do not know the answer to your question.
I thought it was amusing that the officials at the prison are concerned about his safety, yet are not going to isolate him.
