Those are the rules. And if he informed his Scout leadership that he was gay two years ago then they should have removed him then. I may be wrong, but I think the Boys Scouts rules only prohibit gay leaders, not gay Scouts. Someone who is more familiar with the Boy Scouts can correct me if I'm wrong.

Which only makes sense if you stop and think about it; how can gays be OK as Scouts and not OK as Scout Leaders, or vice-versa?
