Your summary fails to distinguish between Morrissey's article and quotations from the NYTimes.
Not good.
If this is so “top-secret,” then how can the NYT be reporting on it? Simple: the administration is leaking this in the desperate attempt to look like they’re back on top of this situation.
This might be the right thing to do, but leaking it sure isn't, and at this point belief in the admin to do the right thing is pretty low.
