There's a perfectly reasonable explanation for this post-attack behavior, even if it is completely fabricated: "we told the lie for national security reasons." And there are plenty of ways they can build upon that, true or not.
It is an error to focus on the lie. It diverts from the true perfidy and that is the
State Department memo that says no credible 9-11 threat exists. Keep the focus on events leading up to and including the incident. The aftermath is a tar-baby, no code word intended.
