Actually this is a perfect setup for sending in an invasion force in Tunisia. Just bombing the crap out of them would not last long enough to give the kenyan the cachet of being a WarTime president which horse the voters wouldn’t want to change in the middle of the stream. An invasion would take a couple of months and could be terminated in November.
