Google doesnt moderate all YouTube posts, only what is reported to them as abuse. Saying google released it because it is on youtube is a stretch to say the least.

Google takes stuff down only if someone complains. Moderating all posts would be far too labor intensive. Google is way too profitable to do anything that stupid.
