Look at the signs. They're all written with the same script and possibly by the same person given the nature of the handwriting. It doesn't take a handwriting expert to see these are fake.
Besides, think about it. In most dirt-poor north African and middle-eastern countries, the children are barely educated let alone taught the written English language.
If these were in Arabic and translated as such, I might believe it, but because these are in English and almost universally the same script, I'd bet some diplomats went around the neighborhoods and told them, "If you don't show up and hold up these signs for the cameras, American Marines will show up and kill you in your sleep."
