It sounds like there is another story to this story. Is the woman nuts? Does she have a reason to believe someone is following her, and the Congressman just looked like them (similar car and physical features)?

Carrying might not be such a bad idea, no matter who you are, because the (apparent) whackos are coming out of the woodwork lately, but in this case, killing her might not have been the best option.
