Well, that lingo is over the top if taken literally.
But so would things be like the Susan B. Anthony pledge, which Herman Cain originally declined to assent to because it would violate a purist view of the constitutional process (later, Cain realized that yes it is acceptable for a president to stump for certain items to get into bills, even though the constitution provides no avenue for the president to literally initiate a bill).
At least he sounds optimistic in that he'll be in office to be able to do something.
