The potential conflict envisioned by the author has nothing to do with race, faith, ethnic or political concerns. He is positing a ridiculous position, namely, when the checks stop the slaves will revolt.
In the first place the checks stopped 15 years ago when welfare recipients were required to work. There was no revolt, only an increase in people moving from dependence to independence.
In the second place beggars do not revolt when people stop dropping coins in their cups. They get help in the form of a job or a better grift.
