Why did they not evacuate before the storm?

Just going to throw this out there did they know the dam might fail? I'm not being contrarian or arguing for the sake thereof, just wondering if they actually knew. 'They' can be both the "authorities" and the people they're supposed to notify.
Where are the school busses to evacuate these people?
Jindal's sending them from LA because MS didn't have them ready. Go figure.

That’s silly. They did not know that the dam might break. I know of no previous break. It’s not one of the usual suspects when it comes to hurricane problems. This is hours away from the coast and not land at sea level. It’s significantly higher, 320 ft above sea level.
Some of the costal areas, I agree with you. In that area, you are way off.
