If I were a leader of some national group I would convince leaders of all racial groups to form some sort of commission to evaluate inter-marriage to make determinations as to the positives and negatives.
Would you listen to what the "leaders" of your racial group or the commission they formed had to say about who you should marry? Yeah, neither would anyone else.

They could educate or inform those in their own race as to their findings, both positive and negative. I wasn’t advocating that they issue edicts. :-)
