What in the Hell are you talking about? Romney can only sign what the Congress puts on his desk. Despite all the stupid names your group calls him, as Governor, with the 85% Democrat, veto-proof legislature in Mass. he had to sign the legislation that was put in front of him. With an 85%, veto-proof conservative Congress...same thing.
