“My daughter has this little psychopath bastard of an ex-boyfriend who has harassed her for the last 2+ years. Keeps getting her phone number. She has changed it nine times in two years. He is in Texas, we think. She is in Oregon. But his last text messages included things like I am going to come kill you. Im going to go Idaho and cut your (new)boyfriends throat. This is in (writing) texts. I contacted the FBI because she is afraid. They said there was nothing they could do.”
You might try contacting the local U.S. attorneys office citing this law:
18 USC § 875 - INTERSTATE COMMUNICATIONS
(c) Whoever transmits in interstate or foreign commerce any communication containing any threat to kidnap any person or any threat to injure the person of another, shall be fined under this title or imprisoned not more than five years, or both.

I will have her do that. Thank you.
Might save me a trip.
