Black Jack himself did not do that. However, his subordinate generals were some very hard men. Here is a great issue of Army History magazine about “The violent end of the insurgency on Samar, 1901-1902”. Their picture is on the cover. Very hard men.

They strongly applied the Civil War-era “General Orders Number 100” (the Lieber Code)(1863), which is one heck of a read, and a great introduction to “military conduct”.
