I don't recall the one in 1978, but the Teamster strike in 1970 was especially violent in Ohio and the National Guard was called out to provide convoy escort for truckers. The strike had been "settled" in a national agreement but wildcat actions, including sniper shootings, continued.

Those same guardsmen, mostly kids, having spent two sleepless days being shot at by Teamster thugs then were sent to a college campus where anti-war radicals had burned down the ROTC building and were rumored to be planning to torch the entire town. Two days later was May 4 and the place was Kent State.
