No, it wasn't about the 6 killings. Actually this was only federal charges so involved only violence done to federal employees. The state can try and execute him for other deaths.
You're well behind on CA's death row tally. There's 724 waiting total, 20 are females. You're right that it can't be a deterrent in CA as the sentences aren't carried out. There's folks from the Carter years still waiting for their execution date and it's now more than 60 years to clear Death Row at a rate of one per month with no added persons.

That mades sense, thanks. I didn’t realize that the state was precluded from charging the murders of the federal employees. That being the case, they are separate crimes.

The state could charge “first degree murder of John Smith,” but not “first degree murder of John Smith, federal employee” or “attempted murder of a U.S. Congresswoman.”
