I don't consider “mentally ill” a mitigating condition, nor do I consider drugs, alcohol, or age reasons to reduce the punishment, even if the idiot courts do.
One of the most amusing things to come out of the idea of youth as a mitigating condition is that Moslem families will get their kids to do their “honor killings” because their punishment will be relatively trivial.
