Congress sets and creates the rules of the military, the CIC carries out set rules. The President can't 'create' regulations. Congress did wrong by allowing gays in the military, and if Congress wants to ban gays from wearing uniforms in gay parades, they can.

Inhofe his hiding behind the CIC for cover and excuses. He and the rest of Congress could lay down the law, but they aren't.

Congress has already set rules preventing military uniforms in such assemblies.

As a chaplain, I am certain chaplains cannot be in uniform in a pro-life parade.

Remember General Boykin and the trouble he had over wearing his uniform while talking to churches and other similar groups.

The general rule says no military uniform in partisan assemblies.

There is hardly any doubt that a gay pride parade is a partisan and an “in your face” to those who don’t believe like them.

So, it really wasn’t at the discretion of the the Cdr in Chief.

In fact, members aren’t really supposed to be in uniform at NON-PARTISAN activities.
