PSU is part of the NCAA. They have bylaws for all members.

What NCAA bylaw’s cover sex crimes? Why is the NCAA even involved? Again the most useless organization in existence, the NCAA, is punishing folks that had nothing to do with the scandal. The new coaches, the players, the community and surrounding economy, the other sports teams, had NOTHING to do with what went on. They will pay the price. Meanwhile, the fiends, some of them anyway, will get pensions and go on there merry way. I know the Penn State haters won’t be happy unless State College is wiped off the face of the earth, however, to celebrate the meddling of a corrupt institution like the NCAA is pathetic.

The Catholic Church is giving thanks today that the NCAA does not have the power to fine and punish it. Imagine those sanctions!
