This is about protecting young boys from being scarred for life by being molested at an early age. The victims turn out to sometimes fall into habit of homosexual gratification because it is easy and never grow into wholesome manhood and often wind up as suicides in middle age. This is like protecting young boys from being murdered. The boys need to be protected from females too.
