No, they're not. They are known for disrupting shoppers, stealing and sometimes engaging in violence. I guess this reporter never actually was in the middle of one of them.

She makes it sound like a a convention of court jesters were simply staging a show.
Try doing a search for flash mob and Hallelujah chorus. Then look at the related videos. The flash mobs she referred to are very entertaining and, even inspiring.
