A publication about how to neuter the military vote... while this is certainly understandable from the raw unprincipled political point of view (far fewer servicemen vote Rat than Pub) it would be dynamite shame on the Rats for the GOP to release a copy of that nationally. It was leaked back when W went against Gore. The verbage explained that they needed to disallow as many overseas military votes as possible because they would overwhelmingly go to the Republican candidates (so much for the weeping and hand wringing over one million disenfranchised voters).
I received it as a scanned copy in my workcenter email. I wish I saved a copy of it. I’ve been trying to track it down ever since.
