Belonged to her late husband. It is her gun. I’ve bought guns from people and never got them licensed whatever that means.

I've had lots of guns in my possession that belonged to others, as others have had my guns. It's perfectly legal - nobody ever needed a "license" one way or another.
Do have even the slightest clue as to WTF you're talking about?
