Bullcrap!
The possession of a driver's license in no way implies that you own a car, have access to or permission to drive a car.
The owner of the policy only pays for those people he/she lists as drivers of that vehicle. You can have twenty people living in the house, all with licenses, but if they're not listed, they're not covered.
Whoever got them to DC can damn well get them to the License Bureau or to the Voter Registration facility.

Furthermore, the dmv will issue a non-driver’s I.D. with the documentation that she says she has.
