Once the administration signs the treaty, regardless what Congress does or does not do, executive & agency actions will be determined by terms of that treaty.
Note: "determined" versus "mandated" or even "necessitated"...The powers that be will simply act as though the signature will eventually be approved in congress.
By the time congress & the states actually say NO, it's too late.
Obama is an illegitimate dictator and any treaty he signs is a dead letter.

Whatever we like to say about the Congress, it is not helpless and will react with collective anger at any usurpation of its Constitutional prerogatives. And, does that treaty rewrite the entire Code of Federal Regulations? Does it change United States Code? Seems only the legislative branch can do that.
Where are the teeth in the Kyoto Treaty? Was it not signed by the POTUS? He can sign anything he wants but Congress has to ratify. And it can always refuse to provide funds.
This U.N. small arms treaty is as mean spirited against American citizens as anything ever to emerge from that sorry organization made up of snarling little bureaucrats from snarling little Third World tinpot dictatorships. They hate us for our freedoms and our empowerment by those freedoms and they’d like to think they can do something against us. This won’t fly; all that’s needed is for a few courageous governors to tell the WH to go bleep itself.
And there now really is or will be a rifle behind every blade of grass.
If they could do that, the Kyoto Protocol would be law.
