It uses the word ‘interoparabity’ about one hundred times. That’s an old 1990s buzz word we had for client server (pre-web) applications. Seems like they hired a retired ops guy to write the thing.

“Interoperability” in this case means the capability of stations in one radio service to talk to stations in another radio service like, say, private land mobile service operators talking to the military. There’s a document called the National Interoperability Field Operations Guide (NIFOG) that has lots of interesting information on this topic, including frequencies and CTCSS tones. NIFOG is located here:

It’s probably not time to start slitting our wrists quite yet. This doesn’t sound like the government is going to knock down our doors and take away our radios.
