Sorry, I didn’t mean to sound like a smart alec. I don’t know what it means either, but he’s got the authority to put a commission together to come up with ways to do things in times of emergency, blah blah. The commerce clause has already been warped to give the Executive branch the power to regulate telecommunications, hence the FCC (part of the Dept. of Commerce) already has the ability to control radio, TV, phones, and the internet. And they report to the President, so this isn’t exactly a shocking development. The sticky part is - who determines what is an emergency and under what circumstances could the President could take control of things? That seems to be the kind of question this commission will attempt to answer...
