Yep, I agree. She signed forms in HI with a doctor before going to Canada to have the baby. After she gave birth and decided to keep the baby the doctor simply filled the birth with the state. Something that grandma arranged. No travel involved, simply filing the papers. Those papers were never approved, simply filed. That is why this is a problem. The filing was not approved because the proper papers where never in place to allow the approval.

I doubt grandma Dunham knew that a girl of Stanley’s age was too young to confer American citizenship on her baby born in Canada, and anyway, they were not planning for Stanley ann to become a mother. She was to return home with no baby.
